On August 14, 2009, Chinese Vice Foreign Minister Zhang Zhijun met with Moustapha Guirassy, visiting Senegalese Minister of Communication & Spokesman of Government. During the meeting, Zhang said that since the resumption of China-Senegal diplomatic relations, bilateral ties have been developing rapidly with frequent high-level exchanges, fruitful cooperation in all areas and close communication in international affairs. China and African countries, as developing nations, share similar historical experience and the same development task. China is ready to exchange experience on information and other sectors with African countries including Senegal to promote common development.

Moustapha Guirassy said China-Africa friendship enjoys a time-honored history and the Senegalese government attaches great importance to developing ties with China. He expressed hope to enhance information exchanges with the Chinese side through this visit and create more channels for building up mutual understanding between both peoples. He also reaffirmed the Senegalese government's adherence to the one-China policy.
